Issues

1. Health Care

One of the most important services provided by any government in this country is health care. From doctors to hospitals to equipment, our publicly-funded system may be important to Canadians but it certainly is not cheap. Here in Manitoba, the provincial government spends over 40% percent of its entire budget on health care,

 Funding for health care is a shared responsibility between the provincial and federal governments. While the provinces are responsible for the administration of health care services, the Government of Canada transfers billions of dollars to the provinces each year to assist with the costs of such services.

The Canada Health Act is what provides the federal Government the opportunity to insure quality health care services to all Canadians

 I believe that Canada needs more accountability in Health care and more national standards and I will advocate that position in Ottawa and every where else.

In order to visit Canada from the Philippines a person must acquire a visiting visa first before they can enter Canada. The problem is, far too often people are denied the opportunity to get a visiting visa with the number one reason for the refusal being that the immigration official at the embassy feels that the applicant might not return to the Philippines.  The number of refusals taking place is not acceptable and we need to take action to improve the system. Even though one could argue on many points as to why we need the change I will focus on two for now. First as a general rule I believe families living in Canada have a right to be able to have other family members who live in other countries be able to visit them here in Canada. For someone to be denied that right, it should be rare and for a very good reason such as a serious criminal record. This is not the case today and that is why I believe we need to improve the system.  In short, if I was born in the Philippines and immigrated to Canada, I would be mad and very upset if I was told that my brother was not able to come to my wedding here in Canada.  Canadians as a whole would support and would expect that a sister from a foreign country would be allowed to visit a sibling that is terminally ill here in Canada.

The economics of thousands of visiting visas being denied on an annual basis is also significant. The reality is that families here are often forced to travel to the Philippines in order to visit with parents because their parents were not allowed to come to Canada. Every year there are hundreds of people travelling to the Philippines because the person who they wanted to visit was not given a visa.  It is safe to say that millions of dollars of economic benefit is lost every year in Canada because of the number of visiting visas being rejected.
